Saratoga County will make a final payment of $798,750 left on its $9.5 million jail bond on Dec. 15, making the county debt free.

County officials pointed out their status after State Comptroller H. Carl McCall warned that borrowing by the state's local governments could lead to higher property taxes.

``We're a cash and carry county,'' Board of Supervisors Chairwoman Anita Daly, R-Clifton Park, said Monday.

``I'm very pleased that no property taxpayer dollars will be spent on interest payments in 2001,'' Daly said.
